A Fraud & Ethics Hotline enhances awareness regarding the prevention and detection of fraud, waste or other abusive or unethical activities. With the establishment of the Fraud & Ethics Hotline, the Wayne County Airport Authority (Authority), which is responsible for the operations of Detroit Metropolitan Wayne County Airport and Willow Run Airport, is taking a proactive stance against suspected fraud, waste, abuse, illegal and/or unethical activity. The hotline is a means for employees, contractors, vendors and the general public to report any of the above activity in connection with the Authority operations.

What is a Fraud & Ethics Hotline?
The Fraud & Ethics Hotline is a comprehensive and confidential reporting tool to assist management and employees to work together to address fraud, abuse, and other misconduct in the workplace, all while cultivating a positive work environment.
Why do we need a Fraud & Ethics Hotline?
The Authority is committed to the highest level of integrity in its operations and it is fully committed to protecting the organization, its operations, and its assets against fraud, waste and abuse. If you suspect fraud, waste or abuse of Authority resources, or if you suspect illegal or unethical activity concerning the Authority, we want to hear from you.
The Fraud & Ethics Hotline is designed to:
• Create open channels of communication to promote a positive work environment and maximize productivity;
• Provide an anonymous reporting vehicle to address issues such as accounting and auditing fraud directly to the audit committee;
• Augment the Authority’s efforts to foster a culture of integrity and ethical decision-making.
Who manages the Fraud & Ethics Hotline?
The Fraud and Ethics Hotline is managed by NAVEX Global (EthicsPoint), an independent 3rd party service provider.

Reporting - General
May I report using either the Internet or the telephone?
Yes. With the Fraud & Ethics Hotline, you have the ability to file a confidential, anonymous report via either the telephone or the Internet.
What type of situations should I report?
The Fraud & Ethics Hotline is designed to report alleged or suspected fraud, waste and abuse that may occur and to report any suspected illegal and/or unethical activity relating to the Authority operations or Ethics Ordinance. You should report suspected incidents of:
- Accounting Irregularities
- Conflicts of Interest
- Falsification/Destruction of Records
- Theft of Resources
- Misuse of Property
- Ethical Violations
- Violation of Laws and Regulations
- Violation of Authority Policies and Procedures
- Payroll Fraud
- Mismanagement of Resources
What should be reported and what should not be reported via the Hotline?
The Fraud & Ethics Hotline is designed to report alleged or suspected fraud, waste and abuse that may occur and to report any suspected illegal and/or unethical activity relating to the Authority operations.
It is not designed for emergency situations, general complaints, suggestions or personnel issues.
In case of an emergency, such as an immediate or imminent threat to a person or property, please call 911.
Issues that require a heightened response such as suspected substance abuse, discrimination and/or sexual harassment should not be reported via this Hotline but should be communicated to the Authority’s Human Resources Division directly by calling Rosalind Wallace, Director of Human Resources at 734-247-7111.
Complaints regarding airlines or airlines’ services should not be reported via this Hotline but should be communicated to the airlines directly.
Where do these reports go? Who can access them?
Reports are entered directly on the NAVEX Global (EthicsPoint), secure server to prevent any possible breech in security. NAVEX Global (EthicsPoint), makes these reports available only to specific individuals within the Authority who are charged with evaluating the report, based on the type of violation and location of the incident. Each of these report recipients has had training in keeping these reports in the utmost confidence.
What is the benefit to me?
Your reporting can minimize the potential negative impact on the Authority and its customers. Also, offering positive input may help identify issues that can improve the organization culture and performance.
The Fraud & Ethics Hotline is a positive aspect of the Authority’s overall philosophy to provide a safe, secure, and ethical workplace. You are encouraged to seek guidance on ethical dilemmas, provide positive suggestions, or communicate a concern. Effective communication is critical and this is a great tool to enhance that communication.
The Authority has carefully chosen the best reporting tool to meet its compliance obligations while maintaining a positive reporting environment.
Reporting Security & Confidentiality
It is my understanding that any report I send from a company computer generates a server log that shows every web-site that my PC connects with, and won’t this log identify me as a report originator?
The Fraud & Ethics Hotline does not generate or maintain any internal connection logs with IP addresses, so no information linking your PC to the hotline is available. In fact, the hotline provider, NAVEX Global (EthicsPoint), is contractually committed not to pursue a reporter’s identity. If you feel uncomfortable making a report on your work PC, you have the option of using a PC outside our work environment (such as one located at an Internet café, at a friend’s house, etc.) through the Fraud & Ethics Hotline secure website. Many people choose this option, as data shows that fewer than 12% of reports generated during business hours.
Can I file a report from home and still remain anonymous?
A report from home, a neighbor’s computer, or any Internet portal will remain secure and anonymous. An Internet portal never identifies a visitor by screen name and the Fraud & Ethics Hotline strips away Internet addresses so that anonymity is totally maintained. Plus, the hotline provider, NAVEX Global (EthicsPoint), is contractually committed not to pursue a reporter’s identity.
I am concerned that the information I provide Fraud & Ethics Hotline will ultimately reveal my identity. How can you assure me that will not happen?
The Fraud & Ethics hotline is designed to protect your anonymity. However, if you wish to remain anonymous, you - as a reporting party - need to ensure that the body of the report does not reveal your identity by accident. For example, “From my cube next to Jan Smith…” or “In my 33 years…”
Is the telephone toll-free hot line confidential and anonymous too?
Yes. You will be asked to provide the same information that you would provide in an Internet-based report and an interviewer will type your responses into the Fraud & Ethics Hotline website. These phone reports have the same security and confidentiality measures applied to them.
What if I want to be identified with my report?
There is a section in the report for identifying yourself, if you wish.
Tips & Best Practices
I am aware of some individuals involved with unethical conduct, but it doesn't affect me. Why should I bother reporting it?
The Authority chooses to promote ethical behavior. All unethical conduct, at any level, ultimately hurts the Authority and its customers. You only have to consider what happened in recent corporate scandals to see the disastrous effects that a seemingly harmless lapse in ethics can have on an otherwise healthy company. So if you know of any incidents of misconduct or ethical violations, consider it your duty to report it.
I am not sure if what I have observed or heard is a violation of Authority policy, or involves unethical conduct, but it just does not look right to me. What should I do?
File a report. The Fraud & Ethics Hotline can help you prepare and file your report so it can be properly understood. It is better that you report a situation that turns out to be harmless than let possible unethical behavior go unchecked because you weren't sure.
What if my boss or other managers are involved in a violation? Won’t they get the report and start a cover-up?
The Fraud & Ethics Hotline report distribution is designed so that implicated parties are not notified or granted access to reports in which they have been named.
What if I remember something important about the incident after I file the report? Or what if the Authority has further questions for me concerning my report?
When you file a report at the Fraud & Ethics Hotline website or through the Fraud & Ethics Call Center, you receive a unique user name and are asked to choose a password. You can return to the Fraud & Ethics Hotline again either by Internet or telephone and access the original report to add more detail or answer questions posed by a company representative and add further information that will help resolve open issues. We strongly suggest that you return to the site in the time specified to answer Authority questions. You and the Authority now have entered into an “anonymous dialogue” where situations are not only identified but can be resolved, no matter how complex.
Are these follow-ups on reports as secure as the first one?
All Fraud & Ethics Hotline correspondences are held in the same strict confidence as the initial report, continuing under the umbrella of anonymity.
Can I still file a report if I don’t have access to the Internet?
