RSIP  ::  Program Overview
 

One of the most significant and challenging issues facing airports is the effect of aircraft noise.  To address this issue, the Wayne County Airport Authority conducted what is referred to as a Part 150 Noise Compatibility Study.  The result of this study was the Noise Compatibility Plan (NCP), which is comprised of a series of programs and initiatives aimed at mitigating the effects of aircraft noise.

The Residential Sound Insulation Program (RSIP) is an initiative that was derived from the NCP.  By partnering with the Federal Aviation Administration (FAA), the Wayne County Airport Authority can provide qualified homeowners with the benefits of sound insulation treatments free of charge. The Program is for residents in the highest noise-impacted areas surrounding the Detroit Metropolitan Wayne County Airport. This Web site is designed to provide information about the RSIP Program.

The information on this web page is organized into two sections, Homeowners and Contractors.  The Homeowner section provides information about program eligibility and participation.  The Contractor section provides information for contractors who are interested in business opportunities in the program.

  • In 2002, 336 homes were completed.
  • In 2003, 489 homes have been completed.
  • In 2004, 420 homes have been completed.
  • The goal of the Wayne County Noise Compatibility Program is to reduce the level of aircraft-related noise within the interior of you home.
  • The Program is voluntary.
  • The FAA has set a goal for Wayne County residents, of reducing noise levels inside the home to below 45 decibels and to achieving an overall reduction of at least five decibels after installation of sound insulation treatments.
  • The Program will replace windows and doors and may include attic insulation.  The Program may also include upgrading and/or installing a new HVAC system.
  • The Program is free; there are no out-of-pocket expenses for eligible participants.
  • Construction in the home will take about 15 working days. 
  • The homeowner or a representative must be present at all times.
  • Only livable areas within the home will be treated.  This excludes garages, porches, etc.
  • Each Program participant must sign all paperwork, including an avigation easement to Wayne County.
  • A field inspector will work on your behalf to ensure all work is performed to your satisfaction.
  • Contractors will return your home to its pre-construction condition.
  • There will be a variety of door styles and window colors for you to choose from.
  • A contractor will never remove an existing window or door without completing installation of a new door or window on the same day.
